These frames are really cheap and easy to make, you just need a cardboard box as cereals, paper towels, glue and paint.
Short frame shape in the cereal box. 
Draw wavy lines, soak paper towels or napkins in a solution of water and 50% glue, paste, following the shape of the lines. 
Now put two layers of paper towels and the solution of glue around the frame. Let dry (about a day). 
Paint color of your choice and place the photo.
